Darrell Horne

Age: 61

Residence: Goldsboro

Occupation: Mayor of Walnut Creek, retired N.C. National Guard sergeant first class

Q: Why are you willing to give up your seat as Walnut Creek's mayor to be a county commissioner?

A: I have served on the council for almost 10 years and Walnut Creek has made great strides in becoming a better place to live and raise children. I would never think about leaving the council if I did not think I could better serve the community as a county commissioner.

Q: Do you support the sales tax referendum?

A: I am not in favor of any tax increase that is not necessary. However if additional funds are needed, the most fair way to do it is with a sales tax.

Q: What would you like to see included in a future bond referendum?

A: While I think all of these are great potential bond referendums, I would hold off on committing to any one in particular other than schools until I am in office and understand more fully what the needs are.

Q: Would you be willing to raise property taxes? What about after reval?

A: I am opposed to raising property taxes, especially after a revaluation.

Q: Should the commissioners encourage the school board to look at redistricting/catchment area policies?

A: I think the redistricting plan probably needs to be reviewed after all of these years. I am not advocating any changes, just a review.

Q: Do the commissioners need to be more involved in classroom education if the school board is going to keep asking for money?

A: I think the commissioners do need to be more involved with improving classroom education. It is ultimately up to the county to fund the schools so the school board will always go to the commissioners for money.

Q: Should the commission keep such a large fund balance?

A: I know that having a fund balance above the minimum is an advantage to the county. When we have emergency situations having more than the minimum fund balance is a plus, but more importantly when we have a bond referendum, it will help the interest rate be lower.

Q: What role should the county play in providing water?

A: I think the current system is performing well and I see no reason to change it. If there are problems or concerns, then the county commissioners owe it to the residents of Wayne County to be involved.

Q: Should the county be in the business of building shell buildings and providing economic incentives?

A: Building shell buildings has served us well in the past and has definitely created jobs for Wayne County. I do believe with the downturn in the economy we have to careful not to over commit to these buildings. If we have potential businesses that are looking then we need to be ready to act on short notice.
