Board to discuss street repairs

Wayne County commissioners Tuesday are expected to approve a preliminary resolution to levy a special assessment to pay for street repairs in Canterbury Village and North Creek subdivisions.
The assessment on property owners in those developments will be used to bring the streets up to state standards so that the state will add them to its road maintenance program.
The meeting will begin with an agenda briefing at 8 a.m. followed by the formal session at 9 a.m.
Both will be held in the commissioners' meeting room on the fourth floor of the Wayne County Courthouse Annex.
As a follow-up to the resolution, a public hearing will be held Tuesday, Feb. 2, at 9:30 a.m. in the commissioners' room.
The proposed project area encompassed by the preliminary assessment resolution includes 123 residential lots fronting on the subdivision streets of East April Lane, Abbey Place, Adler Lane, Chancery Drive, Coventry Drive, Helms Court, Helms Drive, Hyde Park Drive, Lane Tree Drive and Londonderry Drive.
These streets consist of 2.40 miles.
State law allows the county to make the repairs and to then assess property owners.
To initiate the process a petition must be signed by at least 75 percent of the owners of the property to be assessed and who must represent at least 75 percent of all the lineal feet of frontage of the lands abutting on the street or portion to be improved.
How much the actual assessment will be will not be known until the county knows how much the project will cost.
Once the assessment is made property owners may pay the full amount within 30 days.
The alternative is to pay the assessment in 10 equal annual payments.
In other business Tuesday, the board will discuss a list of work to be done in eight phases at the Wayne Community College Advanced Manufacturing Center located in the former Bussman building on Dixie Trail.
The meeting will include a change in how pubic comments are handled.
Speakers are still limited to four minutes to comment on their topic of choice, but the time has been moved from 10 a.m. to 9:15 a.m.
If a speaker intends to have handout materials for the commissioners, those materials must be furnished to Marcia Wilson, the clerk to the board, and not to individual commissioners.
Signs will not be allowed and speakers are encouraged to discuss only items over which the Board of Commissioners has some control.
Also on the agenda are motions to approve:
* the final subdivision pat for Plantation Point Section One that consists of 16 lots, three open space areas and one new street. The subdivision is located off Sleepy Creek Road one-half, mile west of its intersection with Arrington Bridge Road.
* job reclassifications in Wayne County Sheriff's Office and detention center.
* a purchase agreement for hangar at the Wayne Executive Jetport from Don Carson Sasser for $100,000, less any repairs that are needed, and taxes due at the time of closing.
Items on the consent agenda are: Establishing a meeting of the Wayne County Board of Adjustment for Tuesday, Feb. 2, at 9:30 a.m. for public comments on a special use permits for proposed solar facilities at 385 Daw Pate Road and at 898 O'Berry Road, Dudley; application for 2015 Elderly or Disabled Property Tax Exclusion; and budget amendments.
