Goldsboro looking to fill two positions

The City of Goldsboro is looking for a couple good men or women to run its Human Resources and Community Development departments.
With the application period closng today, the Human Resources director will provide guidance and implement policies for city employees in order to promote efficiency and cohesiveness with the personnel and city operations.
"We want someone who is willing to provide a strong leadership role and interact with other department heads," City Manager Joe Huffman said. "We want someone who can motivate people and draw inspiration out of them to take us to the next level. We want someone who has a big commitment to the city."
The position also will involve personnel training and development, employee recruitment and selection, benefits and performance evaluation programs, and working to create employee safety and wellness programs.
The salary range for the position is $66,331 -- $99,497.
The Community Development Administrator position will stay open until filled. The administrator will mostly work with city residents to find affordable homes in the area.
Planning Director Randy Guthrie, who will supervise the administrator, said he needs someone who understands community assistance programs and guidelines, and who can market those programs.
"I would say we need someone who is meticulous when it comes to compliance and monitoring," said Assistant City Manager Tasha Logan. "The job requires considerable attention to detail because of the federal government's established guidelines."
The biggest part of the job will be understanding the home-buying process and helping residents get into homes.
"Compassion is also another quality," she said. "The purpose of the federal program is to provide assistance to a particular segment of the population that may not be able to use more conventional products. Understanding the unique circumstances of each client and seeing if our program will work is another part. It may also take referral to another community program to help the residents get into a home."
The administrator will work with the Community Development Block Grant program to identify neighborhoods in need of grant funds, organize community involvement, write and submit grants, and implement rehabilitation, demolition, loan and relocation activities.
The salary range for the position is $49,496 -- $74,244.
