City council denies rezoning

The Goldsboro City Council denied the rezoning of property on Country Day Road to permit an office.
Council members voted unanimously Monday to deny the request by J. Isaac Gurley Farms to rezone a two-acre lot on the southeast corner of the intersection of Country Day Road and Isaac Drive from residential to office use.
All of the adjoining property owners opposed the change, saying it would negatively affect their neighborhood. Land on three sides of the property is zoned residential. Land on the south side is zoned office and institutional and is the site of a business.
The city Planning Commission had recommended denial of the proposed zoning change. Council members made no comment in denying the rezoning.
Five people spoke against the rezoning at a public hearing last month.
At the hearing, neighbors said construction on the empty, wooded lot to permit an office and parking lot would hurt drainage on nearby properties and ruin the quiet atmosphere along Isaac Drive.
Brad Gurley, speaking at the hearing on behalf of the developer, said the medical office that was proposed for the location would have minimal impact on the quality of life of nearby residents. The office would be open weekdays from 9 a.m. to 5 p.m. and not on weekends, he said, adding that the property's owners did not want to upset neighbors but only wanted to find the best use for the land.
Because of the protest petition, it would have required six of seven votes for the rezoning request to be approved.
