One of the two movie theaters planning to locate in Goldsboro edged ahead Wednesday in the race to be first to begin construction.
All Star Entertainment Corp., based in Shallotte, is planning to build a 14-screen theater behind the Lowe's Home Improvement Store off Berkeley Boulevard.
United Entertainment Co. announced Friday its plans to build a 12-screen theater off the Martin Luther King Expressway, near the Best Western Motel and Norwood Avenue. But company officials also say two such large theaters could not survive in Goldsboro.
On Wednesday, the city planning board approved a final subdivision plan for nine lots on the south side of Berkeley Boulevard between Central Heights Road and New Hope Road.
The All Star Entertainment's 14-screen theater is included in one of those lots.
Those subdivision plans will go Monday before the City Council. If the council approves the plan, All Star Entertainment can move forward with an application for a building permit.
Assistant Planning Director Jimmy Rowe said he had seen a site plan for the United Entertainment movie theater, but the company hadn't yet submitted anything to the city.
Besides the proposed movie theater, the subdivision will include upscale apartments.
The 312-unit apartment complex will have tennis courts, a swimming pool, a fitness center, and a business center.
The apartments will also offer free-standing garages and storage sheds.
Rent is expected to be around $650 a month for a one-bedroom, $750 for a two-bedroom and $850 for a three-bedroom apartment.
The apartments will have sun rooms and will be 900 to 1,300 square feet.
The three-story, 24-unit apartment buildings will be constructed of brick, Masonite and vinyl siding.
Property owner Sue Fallin said they were in the process of building a DOT approved three-lane road, which will eventually be a public road.
The road will cut through to the industrial park area.
Two of the nine lots will have retention ponds to eliminate any possible flooding problems caused by the development.
